New HSA course on construction safety for small contractors

The Health and Safety Authority (HSA) has launched a short, interactive on-line course titled ‘An Introduction to Construction Safety for Small Contractors and the Self-Employed’. The course has been developed by the HSA with the support of the Construction Industry Federation (CIF), in order to provide relevant health and safety information to small construction contractors and to raise awareness of the importance of occupational safety, health and welfare in construction.
The 30-minute course is free and can be accessed through the Authority’s e-learning portal, http://hsalearning.ie. The course is aimed at construction contractors: in particular small contractors and the self-employed. It is also suitable for employers and employees working in the construction sector, key duty holders, or those employing small contractors to carry out work.

Methods for workplace health promotion

The implementation cycle

Implementing Workplace Health Promotion (WHP) is best done by following an implementation cycle like the one below:

Getting started: Preparing the ground for the exercise intervention with the main stakeholders – employers, employees and others

Understanding needs: Finding out stakeholders needs with regard to the exercise intervention. A recent tool to support needs analysis has been developed in the UK by Public Health England:

Workplace health needs assessment. https://www.gov.uk/government/publications/workplace-health-needs-assessment.

Programming: Deciding on the nature and setting up of the exercise intervention

Implementing: Running and monitoring the programme

Evaluation: Analysing monitoring data, identifying improvement measures

Principles of approach

Implementing exercise programmes in the workplace should incorporate a number of principles that will guarantee an ethical approach as well as increasing the chances of having a successful exercise programme. These principles are:

Support from all levels of the organisation – WHP initiatives need to be supported by staff from all levels of the organisation. Where support from either management or employees is lacking, it becomes difficult or impossible to implement a programme. This means that effort that is spent gathering support before the programme commences is essential.

Voluntary participation – Workers must be able to participate in in the WHP programme on a voluntary basis. They must be able to opt in or opt out of the programme at any stage. No sanctions should apply to any worker who does not participate or who opts out.

Anonymity and confidentiality – Any data that is collected as part of the programme must be treated anonymously. Information on individuals should not be disclosed to any third party without the permission of the individual who has provided the data.

Needs based programming – WHP should be based on the needs of individuals or groups. Tailoring interventions in this way improves their chances of successful take-up.

Continuous improvement – Gathering information about the performance of the intervention provides a sound basis for improving its performance the next time. The intervention should take place within a continuous improvement cycle.

Communications and feedback – communications and feedback are required at all stages of the programme with both the participants and the wider workforce in the organisation and with management. This enables expectations to be managed and provides feedback to all who have provided information to the project. Reporting on a formal basis to management allows for the programme to be embedded within the normal functioning of the organisation.

Why do workplace health promotion?

Many employers and others ask the question about why they should undertake WHP activities if they are not obliged to. Research has shown that there are many reasons why they might do so, for example:

It is consistent with their company philosophy

It provides a good return on investment

It improves the health and wellbeing of their employees

It helps create better awareness of health and safety practices

It contributes positively to workforce morale

It gives a good public image for the company

Essentially, there are 2 types of reasons for doing so – the benefits that will result from doing so, or because employers believed that it is the right thing to do.

The ENWHP was one of the first organisations to construct the European business case for doing WHP:

		For general health - http://www.enwhp.org/fileadmin/downloads/report_business_case.pdf

		For mental health - http://www.enwhp.org/fileadmin/downloads/8th_Initiative/MentalHealth_Broschuere_businesscase.pdf

Others have also made the case in more recent times, for example:

The British Heart Foundation – https://www.bhf.org.uk/health-at-work/get-started

Health and Safety Ontario - https://www.wsps.ca/WSPS/media/Site/Resources/Downloads/BusinessCaseHW_Final.pdf?ext=.pdf

The Government of Western Australia - http://healthierworkplacewa.com.au/media/52257/business-case-for-workplace-health-and-wellbeing.pdf

The European Agency for Safety and Health at Work - https://osha.europa.eu/en/tools-and-publications/publications/literature_reviews/motivation-for-employers-to-carry-out-workplace-health-promotion/view

What is workplace health promotion?

Workplace health promotion has been defined in many ways and has been linked to other workplace health strategies over the years. It has been called at various times health promotion in the workplace, workplace health promotion, workplace wellbeing, maintenance of work ability for example.

Regardless of the label, there is a common thread running through these approaches – taking action to address general health issues within the workplace. These are usually related to the major public health concerns about lifestyle – exercise, diet, smoking, alcohol consumption and increasingly mental health issues. In some cases, these actions are limited to the issue at hand, with no obvious relationship to health and safety actions in the workplace. Here the workplace is used as just one more setting to implement public health campaigns.

In other cases however, there are also more integrated approaches such as the maintenance of work ability programme in Finland, where occupational health, health and safety and health promotion actions are delivered in a single programme.

The Luxembourg Declaration of the ENWHP takes such an integrated approach when it states that:

Workplace health promotion is the combined efforts of employers, employees and society to improve the health and wellbeing of people at work. This can be achieved through a combination of:

– Improving work organisation and the work environment

– Promoting active participation

– Encouraging personal development

This definition of WHP contains a number of important principles. It should include actions directed at both the workplace and the individual, it should be participative and that it seeks to develop the individual worker. It also notes that it is the responsibility of three stakeholders to implement – workers, employers and also external agencies such as public health authorities.

You can find the full text of the Luxembourg Declaration here:

Steps to return to work

Successfully managing employees with chronic illnesses depends on good practice. To help you, the following section has steps which you may wish to follow. Responsibility for managing employees varies from business-to-business depending on the size and type of company. However, as previously stated, chronic illnesses last a long time and are progressive. Accurate reporting of absences is therefore key to good management and is best addressed by installing a monitoring and reporting system, which also makes sharing information for health insurance purposes easier.

Step 1: Get in touch – establish dialogue with the person

Step 2: Initial meeting - Assess willingness and ability to participate in a return to work process

Step 3: Case review – keep in contact to see how the circumstances of the individual are progressing

Step 4: Develop a ‘get back to work’ programme – this involves making concrete plans for return to work. It may involve some combination of workplace adjustments, changes to work organisation and assistive technology. One useful resource that details what can be done in relation to specific health conditions is:

https://askjan.org/soar/disabilities.html

Step 6: Keep the plan under review – keep monitoring the progress of the plan and make changes as needed.

(These steps are based on ‘Promoting healthy work for workers with chronic illness: a guide to good practice’ by the ENWHP. http://www.enwhp.org/uploads/media/ENWHP_Guide_PH_Work_final.pdf)

Return to work

The causes of absence from work vary and include health related issues, social issues such as family demands and personal issues or some combination of these. This part of the website deals with specifically with health related causes of absence and what can be done by employers to manage and improve their practice in relation to this issue.

It provides a number of resources:

Access to an online training course on managing return to work

An introduction to good practice in managing health related absence

Links to Irish resources that support employers and employees in managing absence and returning to work in an optimal way

The information here is particularly relevant for longer term absence, but it also contains advice on what is good practice in managing short term absence.

Legislation

Workplace health and safety and occupational health are important features of any considered approach to managing workplace health and wellbeing. In Ireland, there is a well-developed legislative base for health and safety that has been developed on the basis of collaboration with the European Commission. The Health and Safety Authority provides a comprehensive overview of current and forthcoming health and safety legislation (http://www.hsa.ie/eng/Legislation/), while the Health and Safety Review (https://www.healthandsafetyreview.ie/) provides an up-to-date commentary on developments in the area.

However, health and safety is not the only area of relevant legislation for workplace health and wellbeing. Legislation in the area of sickness benefits (http://www.welfare.ie) and equality (https://www.ihrec.ie) are also relevant.

Public Health Ireland in conjunction with Healthy Ireland has just published a review of all legislative instruments in Ireland that have relevant to health in the workplace including both health and safety and other sources of legislation. It can be found at https://www.publichealth.ie/healthy-workplaces.

There are a wide range of Irish and international websites that provide information on workplace health and wellbeing. These include sites that are dedicated to the area (such as the Health and Safety Authority website) as well as more specialist ones that touch on specific workplace wellbeing issues and sectors.

Health and Safety Authority (HSA) – https://hsa.ie

This website provides comprehensive information on all aspects of health and safety and occupational health in Ireland. It has a specific focus on the legal requirements for health and safety as well as on sectoral issues, accident reporting and on specific topics. It provides a range of useful tools such as a Safety Statement tool (https://www.besmart.ie/) and regular safety alerts. It also provides a psychosocial risk assessment tool (Work Positive - https://www.workpositive.ie/) that can be used to support the process of identifying workplace psychosocial risks and how to deal with them.

Irish Business and Employers Confederation (IBEC) - https://ibec.ie/

IBEC also organise a national workplace wellbeing day on an annual basis. This campaign encourages employers to improve employee health and wellbeing thorough promoting better exercise and nutrition practices amongst employees.

About

This website is developed from the work of a number of large scale EU funded projects in the area of workplace health and wellbeing in which the Work Research Centre have led or been involved. These have addressed a number of themes:

Mental health and wellbeing at work

		Drugs and alcohol

Return to work following illness or injury

		Workplace health promotion

We are now integrating these themes into an Irish context – to take account of Irish legislation and policy, resources in Ireland and to adapt European approaches to the circumstances for Irish workplace health practice.

Partners/countries

These projects have involved some of the leading institutes in Europe from Germany, Finland, the Netherlands, the UK, France, Poland, Italy and elsewhere as well as Ireland. Taken together, they represent a significant source of expertise upon which the current website is based.
